All log file locations (~/web/ . . . , /home/projeqtor/ . . . , and /var/www/example.com/logs . . . are either non-existent or are empty.

incorrect value for 'Log file name', cannot write to such a file : check access rights

It's defined in projeqtor/files/config/parameters.php
Default location is projeqtor/files/log
If folder is emprty, possibly error is logged in apache error log file.

You are correct. Not only are there no files - - - there is nothing! (in projeqtor/files/log)

The only error I can see (in /var/log/apache2/error.log) is:

Trying to get some kind of installation (hoping to modify things after a successful launch) I changed the l'log file name' and the 'Parameter file name' both to very accessible locations. The first to /tmp/projeqtor_${date}.log and the second to /tmp/parameters.php .

Now the error message is :

Is there a way to have more open permissions than what I included above?

I find only these two options for security tools on Debian 9 - - - selinux and apparmor (the second considered the preferred tool as I understand it).
Above included are the commands that I was able to find to show whether or not either of the security tools is installed and/or active.

Please advise if there are any other options to explore?

In inverted order.

Yes I tried an install with all files at default locations - - - still get the error message.
I actually get further when all files are located in /tmp/file_in_question but then get the other installation error.

So OK - - - I have spent a lot of time (as have you responding) and still cannot achieve a working platform.

I'm therefore dropping the possible use of ProjeqtOr as a project management tool due to installation insurmountabilities.
Experience has taught me that the continued investment of time in something that doesn't work is not worth the effort.

Wonderful - - - - then I would really appreciate information on how to complete the installation of the system.

As there seems to be no way to get things working on my system - - - -well - - - - its not working on my system - - - - no matter what it does elsewhere.
So you may be quite angry that its not working but - - - - would you invest ongoing time into a software package that you were not able to effect an install?

Except I wouldn't touch M$ stuff with a 15 m pole and Ubuntu sets things up the way it wants to (and thinks it owns my hardware just like M$).
I'm running a straight vanilla system - - - no apparmor nor selinux at all.
I think that I have found the cracks where a debian system using postgresql just has some kind of issues that aren't present on a WAMP stack.
I'm also not enough of an admin to know what nor how to tweak stuff.
Just means that even though things are said to be the same at best they are similar.
The similar hides the differences and as I don't know them and there are no more permissions to open up - - - well - - I can't get things to work.
Not the end of the earth - - - - just one more time when the 'similar to' idea bites me in the posterior!

Oh well - - - on to finding some tools to get my stuff done.

I had the same problem. I found out that SELinux was enabled. In order to move on I had to disable SELinux.

I had the same problem, and it was because of SELinux was enforced. In that case chmod 777 is not enough.

Either you disable SELinux, which mightnot be a proper solution, or you give the right permission on the folder where you have the web application (/usr/share/nginx/html/projeqtor), and on the folder(/projeqtor) where you have the files, reports etc:
chcon -R -t httpd_sys_rw_content_t /projeqtor/
