Contact> Quote> Contract> Implementation> Follow-up
Does it make more sense to create them as tasks in a project, or as sub-projects?
Is it possible that certain tasks could directly be assigned to a project (to avoid having to copy all these tasks from one project to another)?

Both can work.
It may also be sub-tasks of a main task in a global project.
Choice will depend on consolidation you wish to have and access rights.
Possibly users working on commercial part are different from users of operational part. So this would lead to different projects or sub-project of a main one.
