Issue confirmed and recorded as Ticket #2286
In fact, the items should not be possibly moved in Resouce planning view, because it is not a real Gantt view, and order in this view is not representative.
Moreover, projects may appear several times (one for each resource) and sorting them has no meaning, and you could possibly move a task from one resource to another one, what is not possible this way.
