Hello,
is it possible to import a project with several hierarchically arranged sub-projects directly with a single Excel file?

Hello
Try to export the list of projects in CSV in list box tools, you will have the hierarchical levels of your projects.

Yes, but including project is given by id and if it doesn't exist I don't have that id. So I have to import one project level, retrieve the newly created id and put it into the excel file for next project level and so on...

You can specify name of parent.
Constraint : this name must be unique.
