Hello,
where do I define when a notification shell be sent and to whom?
My notification screen is always empty, but there are mails sent when a ticket is created, when an activity changes its status, etc..

You can define them in the control and automation menu.
You have delays for tickets, emails on events as well as indicators that allow you to receive these alerts by email or directly in ProjeQtOr.
"My notification screen is still blank"
Because you have to create these in the definition of notifications that you also find in control and automation.
