I would like to know if ProjeQtor can replace everwin for pointing and tracking very short projects, tracked by half an hour or less.

Yes, of course, and with great advantage.
You can track time in Hours or in Days, and in both cases enter values with 2 decimals (0,25 h for a quarter of hour)
