It doesn't really send emails and it's not possible to enter any valuable text.

Are you dealing with Ticket #193 ?
The idea is to send a reminder, or resend mail after having changed email address of a resource (for instance in case you receive a "non delivered" notification)
To be honest, I didn't thought in this way. But you are right, this is a possible usage.
Basically I wondered only, why this possibility is offered and didn't make sense to me.
