I have just downloaded the ProjeQtor zip file, but I can't find an application (.exe) to click on to start the installation within the unzipped zipfile. It has a .php file, but not a .exe.
What am I missing?

You're missing thje setup instructions.
Have a look at the readme file or setup instructions on the website.
