Hello,
I've created a new profile.
When I want to allocate a guy to a project with a given profile, the new profile is not in the list.
Why ?

Hello,
What is the sort order of that new Profile you've created ? and what is the sort order value of your own profile ?
A profile can not allocate anyone with a profile which has a sort order < to his own.
Example, by default, Administrator has 100 as sort order : this profile can allocate any profile with greater number (ex: Project Member 320).
Project Member (320) can allocate a Profile Guest (500) but not a Project Leader (310).
