User parameters > Graphic interface behaviour > show idle items by default

By the way, is there a way to enable this function for all new members ?

You'll show closed items with "show idle" checkbox on each screen.
You can also enter "archive mode" : check corresponding option on Project Selector parameter pop-up (tool button beside project selector). Then "show idle" will be default.
