When connected with the admin account, I can add/modif/remove assignment of resource within an activity, but I cannot do that when connected as a resource (A resource can only assign the activity to himself).
Is it normal ?
Can I add a right to the resource so he can change assignment of an activity ?
(In Specific access parameters, edit assignments is already set to yes for the profile of the resource)

Cannot reproduce.
With specific access right set to yes for "view assignment" and "edit assignment", project member can add assignment without issue.
Could you post screen shots of specific access rights, user definition, user affectation and activity.
Here are the screenshots (Rights are configured only for IT Departement, for the moment).
It is because your profile has set "Work Visibility" to "none".
Resourcre cannot create or update assignment because he cannot see work, and assignment definition would give him visibility to wok values.
So you must also give "Work Visibility" to "all".
