Is there a way to import a list of componenct into a product and then componenct versions into a product version?

You can import components and component versions, you can import the structure of products (components of the product), but not the "structure" of product versions (component versions of product version).

And is it posible to skip the making of product out of components by  linking component versions directly to a productversion?

No,  component must exist and be linked to product befor linking versions

Importing the Structure of component versions to a product version (like for a product) would help a lot, e.g. to import already customized product configuration, specially for new users which want to port the data form an old system or "Excell" to ProjeQtOr
