All users with the "Administrator profile" can export a project or activity to pdf format. For others, it's not possible.
When I look at the logs, I find this error:

Have you customized your screens? And how? Something has probably been customized per profile that prevents the functionality.
We have indeed customized our screens.
What feature could block pdf export on other profiles ?
I found the solution.
We have customized our screens by profile. On the activities screen for example, I made the "tags" field visible and it works.
We can't hide this "tags" field ?

So, there is a small bug that we are fixing on the tags, so do not hide this field by going through the popup but hidden for each profile or type... and the tags field disappears well
