Hi,
We would like to add the "in scope" and "out of scope" elements during project definition.
Is it possible to create those "new" fields with the Screen Customization plug-in?
If so, do we need it once or per user?

Yes, screen customization plugin is designed for this.
You need only 1 licence (for the server whatever the number of user).
