It is one of my requirements that the audit trail (i.e. Change History) should be visible to all, at all times.
I could not find a way in which i can implement this. Currently, the change history is visible only to select people. Please help.

Do you mean change history for an item ?
All users can see history, it is just a parameter to change in user parameters.
