I would like to know why some project is planned and why some are not planned ?
when I click on calculate planning and I choose "all project", some project are still in "to be planned" ... like in screen shot linked.

I did it on Gantt view, with only the project selected, with all project seleted... nothing change

no they are not fixed or paused...
It is weird ! anyway, they seem to be without any left work, could you reassigned as a test some workload on one activity and try to recalculate one of them.
as you can see on the previous screen shot, it left some hours... 326h on ticket's project, 658h on client project...
Tickets are not managed as activies.... could be a lead.... but it doesn't give the final answer about our issu
Last solution( rights you had set) ? You have the right to replanified but you do not have the right to modify activities.

I think it's not a rules issue... I'm admin of ProjeQtor. as you can see on the screen shot linked, I choose the R&D project, more visual because some sub-project.
as you can see, the two sub-project not planned, are no left time... but the parent project is identitify on "to be planned"... my think is, it's not normal to identify the top parent project could not be on "to be planned" status...
I just close the two sub-project who are no left hours, I did a new calculate of gantt view, and the parent project is still "to be planned" status...
It's weird, it's true. We test it localy, there is no contamination beetween the sub and the under project as expected. You should investigate your logs. We can do it for you but it's a paid service to which unfortunately you are no longer subscribed.
