I can't delete a user.
I get message meaning user is linked to projects and activities.
But I can't break the link because user is linked as issuer and I can't find where to change issuer of a project or activity.
Is it possible to change issuer in order to delete the user ?

Yes, this is a specific right, that admin has by default.
But user already "used" as issuer should not be deleted, just closed 😉

Surely, it's better to close but it's a duplicate user. I don't want to keep it in database.
Connecting with admin, I can't find this specific right. I can modify sponsor, manager but not issuer ...
Can I do that in the project form or is it a specific form ?

It is in Habilitation / Specific Access Rights, Section Specific update Rights, parameter "can update creation information"
If set to Yes, then moving icon over creation information (on left of buttons)
you'll see edit button, showing that you can vlick to edit data
