Is there a way to manager the stakeholders in Porjeqtor?

No, not really.
You have some skateholders defined on the Project form : Manager, Sponsor, Billing contact
But I agree this is limited.
Possibly Allocations to Project could be part of the solution.
This could be a new feature.
