Nice to see a wonderful product.
I have successfully installed ProjeQtOr V4.4.2 , but can't find FINANCIAL Menu to book Cost/ Expense and Billing 🙁
All other menu and functionalities are working fine, Am I missing some steps?

Check acces rights :
Menu Parameters > AccessRights > Access to forms : chech that profile you are using is allowed to see the menu

I have logged with default user/password as admin/admin and re-verified the form access , but i can't find any Finance menu forms. Please see the screen shots of my "Access to Form" ..

Your menu configuration is wrong.
Most likely it is due to wrong menu sort order.
Did you have any error on during database update ? (check in log file)
Did you change anything in Menu table ?
Attached is an export of menu table as it is expected.
You can possibly use this script to repare your menu table.
Then go back to access to form and save to fix access rights.

As you said my 'menu' table was corrupted and I have recreated the table with the script provided, also given the Form Access rights. Nice!, I have Finance and other menus.
