Hi,
In billing screen it's not possible to modify the rate of TVA.
By default the value is 19.6%
If I fill a new value and save the bill file, the value is not updated.

TVA is automatically retrieved from Customer value (if set).
Clean TVA value in Customer screen of set it to correct value.
