actually, it is possible to give all rights on workflow for admin, but you have to put them in workflow configuration, so workflow graph show every links and are not readable.
Is it possible to give rights to change all status from anywhere by default to Admin ? So Admin can correct misfit very easily and workflow remains readable for "normal" users.

Today, it is not possible, and in my opinion it is not a good way of working to allow this.
Could you explain the cases when you would need such a feature ?
(maybe another solution or workaround would fit better)
Completion to my previous answer :
If you really wish to do it, you can parameter all your workflows to fit this need : in the workflow definition, set admin able to move from any status to any other.
This may be a bit long to configure at first, but it will work.
But this does not really seem to be a good idea.
