I want to create fake ressources to define competency profiles list.
I want to use those fake ressources to estimate projects cost with a average daily cost.
If I use the same fake ressource to estimate cost on two projects, then the planning calculator take into account ressource availablity.
How a fake ressource could be always full available for all my draft projects without duplication of ressource?

You can for instance define resource with Capacity (FTE) = 100.
Then when you allocate resource to project, you define allocation rate depending on number of corresponfding resources (5% for 5 persons)

It will be possible in a future release:
Will have a checkbox to define a fake resource (in planning calculation don't take account resource availbility) and have ability to separate in the list the different kinds of resource.
May be by resource type.
