I just tested on my server, and got import of you file in about 10mn, wich gives a rate of about 200 activities created per minute.

Things are not easy.
There is no magic_high_performance parameter for MySql.
Your DB manager should analyse the parameters.
PhpMyAdmin may give hints.
But sometines parameters won't give better performance.
The material may be the bottleneck.
my configuration : 10vCPU, 16G RAM
could you share your configuration Server : RAM, CPU ?
could you share your mysql variables: innodb_*
