I cannot reproduce on Chrome.

1) First try to clean Browser cache and try again

2) If issue persists, check for error in log file and in browser console and report it here.

3) Could you try and select projects one by one, to see of issue is on one spécific project, or linked to "all" projects being displayed ?

I have tried this on Firefox and Chrome.
It fails on Chrome but does display on Firefox. See below.

This is making it very difficult to plan when I cannot see what a single person is doing across all projects.

It will display on Firefox but it is incredibly slow and this makes it unusable to scroll down to someone at the bottom of the list.
I have given up after 7-8 minutes after I have scrolled down 2 pages. I have hundreds of activities to display.

I do not see why it should take so long just to display and scroll items.
What else is it doing?

When is it struck : with spinner turning or not ?

If spinner stops turning, it means Browser is busy drawing the gantt.
It is possible that you try and display much to much lines.
This is some limitation due to browsers : increasing number of elements to display may block the browser.

How many lines do you try to display ?
Can you check value of global parameter "print gantt with old style format" ? What is the value ? (it should be "no")

You can also try and reduce complexity : reduce time range (start-end dates), select project to limit scope, change display scale.

For information, I tested with high volumetry
