This is due to an old bug that we fixed.
Check table 'cronexecution', if on column 'cron' you have a value with only 4 values (like * * * *), please report it here.

Second line has only 4 numbers.
replace "19 * * *" with "0 19 * * *"
In fact, saving parameters for "Global planning calculation" in global parameters should automatically fox the issue.
(this comes from old version issue)
