With the new interface in version 9, it is no longer possible to resize rich text fields in forms (description, result, etc.).
Indeed, the "handle" to grip the angle of the frame is missing

Yes, we used a less verbose version of the CK Editor, the Inline mode.
This hid the bellow status bar.
It also remove the "full screen" button.
We are working on solutions to try and get these features back.
Yes, please put back the fullscreen button...! 🙂

Thanks for the patch in 9.0.2.
However, there remains a small regression on this side with the new interface : the full screen button is only available if you have access to the element in writing, because the command bar is not displayed if the element is not modifiable (examples : closed ticket or guest user).
In fact, the command bar should appear when the element is not editable, but only with the buttons which do not concern the modification : Print, Maximize, Source.

No, it has never worked on notes.
Notes are already in a large area, full screen is not really necessary.
