No actually. It's normal. Only users themselves can submit their work. On the other hand, you can validate the work without submitting it.

It is possible to enter the work of the 1st week and save it. But it is impossible to go into work for the following week.

This is probably because you have set a block for entering time in the future.
Global Parameters > timesheet or Specific Access > Monthly consolidation of projet

Global Parameters > timesheet or Specific Access > Monthly consolidation of projet => this option seems to have no effect on this concern.
It's like the admin can only fill in the timesheet form for only 1 week.

May be the option but is it on the monthly consolidation screen, the previous month has not been blocked?

No. This is still unclear.
As an admin, I want to input and validate some work of a resource. This should be possible.
For a week n, I can input and save his work (I don't validate).
Then, go to week n+1
Then go back to week n
It's no more possible to modifiy the inputs. => problem
Then, go again to week n+1. Impossible to input new work. => problem
These two issures may have the same root cause.
Log out / log in has no effect.

First migrate to V10.2.2
V10.2.0 was never tagged stable, and support on the forum is restrcited to last stable release (possibly issue is already fixed on last patch)

Problem fixed with version 10.2.2
