Normally (on V7.4.4) 10hours per day and ETP 0.8(projetleader) and 0.74 (member,) so the color was black until 7.4 ( color turn green) for member and until 8 (color turn green) for projectleader, if more than 7.4 (member) and 8 (project leader), color turns red.
On, the last version V8.0.0 all total of days hour are in red color, even if I put juste 1 hour.

Indeed there is an anomaly.
Ticket #3963 created.
It will appears on next corrective patch.
