Can ProjeQtOr be configured to convert URLs pasted into the rich text fields to URLs automatically?
Preferrably even with a configurable "target" attribute?

No, not automatically.
ProjeQtOr uses CK Editor.
So we use features of this component.
It provides url formatting
but no "automatic" recognistion of text being an url.
