what is external shortcuts panel for and how to use it?

External shortcuts are hyperlinks to some external sources.
For instance, if you have a wiki for your project you can get there a link to this wiki.
All the hyperlinks definied on Projects will appear here.
You can find some information in the manual if you search for "hyperlink" tag.
