now, when a resource changes activity status to "done", this activity happens "finish" Despite that it still has the "left to do"
Is it possible to forbid transition to the status "done" if it have left to do.

Done does not mean there is not more wirk to do.
For instance, there may still be some testing, integration, deplyment, ...
Controls exist for "closing" an item.
