In this case, I have to create it manually with an INSERT? and if so, I wonder if after this manual INSERT, I must insert other information in other tables to have the same reaction as your subject project?

You may update the id manually, but will have to do it before creating any item on the project, otherwise it will be a mess.
You'll have to also update planningelement table for corresponding item.
