It is possible only if you use "Manual" version type.
But then you'll have to manually update every version number.
This is a good way to manage external documents.

Now, if it is a document you retrieve oncen and then wish to upgrade on your own, the only way is to insert version version leading to wished versionn and then delete not necessary version.
For instance, to set number to 3.0, you need to import 3 times a major version (with same file included).
You will then get versions 1.0, 2.0 and 3.0.
Then delete version 1.0 and 2.0.
This will not be easy if you wish to set to version 42.123, but this is the only existing way.
