No, not on a short term.

Moving task involves a specific planning mode "must start on fixed date", which does not exist on ProjeQtOr.
The good way to do it is to define an entry point (fixed milestone) and add a dependency to the given task.
Then the milestoine is the predecessor of the task, the task should start on due date. But planning may affect it, depending on other rules and resources availability.

As I explained before, it is not planned, because it is not the way ProjeQtOr plans tasks.
The only way would be to introduce new planning mode, and it is not in the RoadMap yet (lot of work for minor improvement).
