I tried to install V4.0.6 on my server (Uniform Server 8.9.2) and get the following error:
ERROR : Impossible to load class tlUser
=> Not found in ../model/TlUser.php
=> Not found in ../model/persistence/TlUser.php
Le fichier n'existe effectivement pas dans l'archive.
Any idea ?

Some users already faced this kind of issue on first set-up.
It is due to already installed application : you retrieved a previous session from other application.
Try :
- clear browser cache, including cookies
- clear PHP tmp files
- test again
If this not enough, try :
- remove previously installed PHP application
- test again
