This is not an error, this is a trace of execution.
Message INCOMPLETE means there was nothing to plan.
This may be linked to issue we fixed on V7.4.3 : access rights were not adapted to automatic planning.
We also changed message to be more clear.
Try V7.4.3
Special characters are due to messae stored in UTF-8, and you may have opened log file in ANSI mode.

It is just that calculation is not executed as expected.
Try and migrate to V7.4.3 to avoid the issue.

it seems the methos used to display month name generate different results depending on PHP settings.
We'll find another way to fix display.
