I am unable to close any meeting (state transition not available) even though there is no work left.
For the example shown in the Online Demo I zeroed the work left, but in my V5.4.4 ProjeQtOr I experience the same behavior after allocating work for all the attendees.
Are we missing any step in the meetings workflow? Is this an issue?

It is just because Meetings use (by default) workflow "simple with preparation", that ends atr status "validaded".
You just have to change your workflow to go further.
