Even if there's no work left allocated it is not possible to close meetings.
Example:

(I edited (zeroed) Work Left in the demo, but the same happens in my v5.4.4 after Real Work is allocated for all attendees)
Is there any pending step to be performed before enabling the transition to closed in the workflow?

IT is just because default workflow used by meetings does not go fdurthert than "Validated".
Change workflow or add following status if you need.
