I created a new activity, filled in all the required fields and saved the activity.
When I try to use Link Elements to link a previous CLOSED Activity, I cannot seem to link the closed activity to the new activity. I have done the following steps
1) Clicked on + button on Linked Activities
2) Clicked on the magnifying glass in the Add a link with element Activity #482 window box
3) Used the Filter button to filter for Closed Activities (Closed = checkbox) option. Even tried it by date
And the filter does not show any closed activities for me to select from.
Please help.
It is normal.
Closed items are concidered as "archived".
So they are "locked" in order to avoid to change them.
Adding a link would, in some manner, change item.
So I guess that means once closed, there is no way of linking it to another open activity?

How can I reopen an closed activity?
On List past, check "closed" button.
You'll see all closed items, and then you can reopen it (if your workflow allows it)
If the project is closed, you muist enter the archive mode (on project selector parameter pop-up), but you won't be able to reopen the activity unless you reopen the project (close item cannot contain open items)
