It is clear : without any smtp host defined, you won't be able to send a mail.

Ask your web hoster to open fsocked - seeing your error message it seems to be disabled.
Or change webhoster with opened fsocked.

I use xampp windows on Localhost 🙁

I use other open source tools as dolibarr to sending mail, it's work without problems :S

So it is most likely that configuring Project'Or RIA the same way will work.

You can change text in "Global parameters"? Or isn't this, what's your issue?
