In this case it should have priority against other tasks where resources are the same.

Two possibilities :
- either set a fixed dates planning mode
- or define a fixed milestone and add a dependency from milestone to task
In this case it should have priority against other tasks where resources are the same.
Not by default, you have to set the priority.
