I am unable to allocate a material resource to a project or activity. (12.4.2)
What is the procedure to follow?

Hello,
You cannot add a material resource directly to a project, but you can add it to an activity.
To do this, simply click on the material resource icon in the assignment table.
I hope this helps you solve your problem.
