Is there a way (like a form) that a user - whatever profile he has - could ask for creating a project indicating (when it exists) a template?
The idea is that the request is sent by a user that want to create a project, with the template or existing project it shall come from, and with the basic information of the project. It is then accepted by an administrator. The user becomes de-facto the project manager of the requested project.
I know that I could do something like a ticket to one admin - even if it is not as direct as a form - for such request, but in case the admin is absent, it could stay on hold for some time.

There is no other forms that the project form.
But this may fit your need : you can just give rights to create projets.
I think I will manage it with mails and mybe tickets.
