Is there a way (like a form) that a user - whatever profile he has - could ask for creating a project indicating (when it exists) a template?

The idea is that the request is sent by a user that want to create a project, with the template or existing project it shall come from, and with the basic information of the project. It is then accepted by an administrator. The user becomes de-facto the project manager of the requested project.

I know that I could do something like a ticket to one admin - even if it is not as direct as a form - for such request, but in case the admin is absent, it could stay on hold for some time.
