I have one question, I manage a portfolio and some teams are involved in all the projects. Teams don't work at fully time on those projects (the other part is the operation, day to day), someone 40% of his time, other 30% ... etc, how can I simulate this time to have a real ressource charge and planning?
I have some suggestions:
1- Create a "fake" project that are infinite and use the correct % (if the team has 30% for the projects, 70% should be use for this "fake")
2- Use just the correct % on the assigment rate but I read on the FAQ if I use 50% for a team or a person, one week will be assign for those projects, and one week for the "day to day" but it is not real)
Any suggestion?

Do you manage 1 resource for each person or 1 resource for the whole team ?
The "fake" project idea is not a good one (IMO).
Better have correct affectation rate (30%, 40%) on project for corresponding resource, or correct assignment rate on activity for corresponding resource.
Difference is that assignment rate is on a daily basis and affectation rate on a weekley basis.
This means that :
- resource affected 40% on a project will work only 2 days a week on the project (but they can be full days, let's say every monday and tuesday)
- resource assigned 40% on activity will work only 0,4 days par day on the activity, but can work additional 0,6 days on another activity on same project.
You can also mix rates.

My plan to manage human ressource is not defined, I'm checking all the possibilities; what is your recommendation, use one resource for each person or 1 resource for the whole team?
"ressource affected" = "ressource affectée" => a ressource is affected to a project on project screen or on resource screen
"ressource assigned" = "ressource assignée" => a resource is assigned to a task in the Activity screen

I try to assign directly on the Activity screen, but no resource is available (on the list), do you know why?
Because no resource if affected to the project : you did not define the project team.

Resource will work 0,4 days each day, with a maximum of 4 days of work per week on the project. In your case, the affectation rate has no effect as 0,4 x 5 = 2days, which is less than limit of 4 days. In your case, affectation rate to project will have effects only if resource is assigned to other tasks on same project.

One question more, my team is working on "real projects" and "run projects" (activities from day to day), so if I want to plan some projects and my "run projects", what is your recommendation to plan it on ProjeQtOr? because "run projects" is a task that is cyclic but I don't know how to add it on ProjeQtOr (which planning uses ... etc)
PD: I know the % that my team is free for "real projects" and the other % to do only "run projects".

Use the "regular between dates" planning mode. It's done for this.
You define start and end dates (for instance 01/01 => 31/12) and assign resource with expected work for the period. Planning will reserve work, reguliarly.
You can also opt for "in half days" or "in full days" if you don't work to book 0,1 day par day.
