Hi there !
I just created a "Project Member" and was surprised this profile cannot create Action item (even private Action item).
Than, I tried to find out where item creation stettings are defined.
- Can you confirm Project Member cannot create Action item ?
- Can you detail where the item creation related settings are defined ?

I confirm that on standard default configuration Team Menber is "Updater" of Actions.
It means he can update actions, but not create nor delete.
You can change this on Habilitations > Acces to data (project dependant)
