No.
Cost can be calculated from work on activities.
On ticket you won't have cost, but if you link tickets to activities, you'll have cost of tickets on activities.

This is a very specific use.
We won't manage this in community version.
But you can customize the screen to add cost field on ticket thanks to our Screen Customization plugin.
