In fact it's really easy :
- user 1 must have one profile, let's say P1
- users 2 and 3 have another profile, P2
- define new acces mode, let's say Responsible, with acces to read "items he is responsible for"
- on acces rights to data (dependant on project), for P1, select "Manager", for P2 select "Responsible"

in fact, i have severals team on the same project.
each team manager must see only his team.

Either you split on as many sub-projects as managers and allocate each team to each sub-project
or you use specific access rights to define visibility for resources based on team.
