Actually a resource can view all activities available in a project when he/she is working on the project. Is there a way to allow a resource to view only “activities” or “tickets” for which he is responsible?

No,
There is no way to restrict visibility based on Responsibility.
A workaround for the resource is to set a default filter to view only items he is responsible of.
But there's no way to prohib user from removing this filter.

Ok. This can be considered as an update as usually tasks not assigned to a resource should not be visible others as they can alter any it (or simply prevent other resources from altering the content).
