we reproduce this issue only when you change Projeqtor theme on hierarchical budget view.
Are you in the same case as us?
Have you refresh your browser cache ?
What is your browser ?

Exact, the problem is on theme modification (or the first load without flushing cache).

It seems it extend the column over its normal size and resizing is not made on title line.
